PayGate
Alas, it would be easier if we just created a blog solely dedicated to the mayor's illegal activities? Breaking the law and disdain for the rules are par for the course in this administration. Students, in today's class we will cover the mayor's total disregard for wage and salary laws, both federal and state.
Since July, the mayor has refused to pay the city Treasurer. This withholding of pay stems from the Treasurer's refusal to sign an unauthorized check for one of the mayor's cronies. Workplace history is full of stories of employees persecuted for standing up for what is right. The mayor chooses to punish Mrs. Kuhlman because she decline to engage in illegal activity by signing this unauthorized check to Ben Branch. When this issue was addressed at the July 10 meeting, Purzner said "We'll find another job for her." Thus, she not only refuses to pay her, but wants to replace her with a person who will toe the ORT line. Mrs. Kuhlman is completely within her rights to sue the city for backwages and/or breech of contract.
The Queen doesn't stop there. At Wednesday's budget meeting it was disclosed that the mayor is withholding pay increases from several recently-promoted police officers. This move has opened us up to numerous lawsuits, plus fines from the Department of Labor. When one sues for back pay under FLSA or DBRA, they can get double their back wages plus court costs and attorney fees. If paying these officers their entitled wages will break the budget, how will paying double the amount plus legal expenses going to keep us within our budgetary means?
Perhaps the Queen or her "bad advice" advisors should review the following:

Thanks for the great information.
It is unfortunate, but this is the next round of lawsuits and fines the Mayor has opened us up to.
Of course there is the potential for the asst. Public Works Director to sue for Mayor disclosing personal medical information about him at the July 17th meeting.
Then there is the possiblity that we could be sued by City Attorney Robert Herman for breach of contract as the Mayor will not authorize paying him for representing Chief Herron in the case where she tried to have him removed illegally
Contract = http://img156.imageshack.us/my.php?image=contractng0.png
How many more ways can the Mayor find to channel money to lawyers like Mr. Tolen?
It almost appears that the Mayor is doing these things on purpose to run Overland into the ground.
Yes, the ROT (Ruin Overland Today) theory. It is either that or like OS said, her goal is to make her lawyer friends wealthy.
Guy,
I think you are on to something there. They may just deplete the funds, so the next administration will have little to work with. I'm sure the ORT knows they are a sinking ship.
47000 mouseclicks and counting...
It's one thing for The Goat to not understand the sitemeter. But it also appears Spydog thinks 47000 people have visited his site.

Oh, yes, the board is great and it's all part of the ORT benevolance program, run by Donna Dill.

Oh brother!
Something doesnt make sense. On one hand we realize how little cognitive skill exists amongst the ORT. On the other hand, it's not like stupid fools to have sufficient brainpower to scheme a clever master plan to enrich their attorney.
A more likely theory is that Ken Owensby: power-drunk, - a megalomaniac, - is living vicariously through his former ward-co-councilman AP. W/O trying to be malicious, Owensby's ranting is infecting a deep wound in AP's fragile mind.
Owensby is the biggest and stupidest Peace Disturber of all.
Owensby needs to be Removed & Replaced, as in "R&R a blown motor".
I don't think anyone can explain what is going on in the mayors head much less her.
I have tried & tried to figure them out with every step they take and I come up with goose eggs. Because nothing they do makes any sense. Is it money, power, control, ruination all and none fit what they are doing. How can they say they care & do the opposite without dying laughing. They look straight at you & make you think they actually believe what they are saying, then you think no, they can't be that stupid, well then I'd guess again, maybe they are.
I have said it before, people on this blog, Sailors, councilmen & attorney have hit them with every law, ordinance you name it and they sit there like they never heard a word of it.
I wish somone could explain it.
Guy Fawkes,
You're right my brain does not compute what they are doing, I do not think nor ever have I thought of going so low.
I thought at one time working in the type of business I was in I'd seen all the underhanded back stabbing there was to see, but that was nothing compared to this. I didn't understand it then & I don't now some 20 years later.
I am or was a believer in what comes around goes around. But for the life of me I can't figure out what Overland or the residents have done to deserve this.
What ever the ORT's mission is. Hard to figure out the mentally unstable. They do appear hell bent on trying to run Overland into the ground.
Somebody forgot to change the "user logged in as" again.
