Case Study: Mentor - Protege Dysfunction within Public Personel Management
Is it possible for Downstown Brown and Mayor Con to do anything, and I do mean anything, that doesn't involve re-allocating public resources in attempt to curry favor with the targets of their political affections? Are there any administrative policies in either St. Charles or Overland that Mentor Mark and Protege Purzner respect?
It must be a real nightmare to work within St. Charles and City of Overland administrations. At any moment, Mentor Mark and Protege Purzner may decide to disregard existing rational-legal administrative proceedures in order to employ the next phase of their personal "Two Finger Manifesto". The following story highlights yet ANOTHER example of Mentor Mark wallowing in the public trough in order to achieve some personal bullshit strategem.
It is no wonder that any governing institutions that Mentor Mark and Protege Purzner touch are immediately plunged into disaray upon their arrival. Can you imagine the Esprit de Corp generated among those St. Charles Officers attending continuing education programs or working towards criminology degrees when they learn that their Chief will receive an annual tuition reimbursal that is approximately $10,500.00 greater than the tuition reimbursal they recieve?
Every administrative policy Mentor Mark and Protege Purzner advocate utlimately pit employee against employee. Maybe we should change the name of the Brown/Purzner/ORT movement to the Zero Sum Party as these folks are incapable of creating wealth. They are only capable of reallocating wealth for their personal gain.
In short, Mentor Mark and Protege Purzner are just a couple of sorry-ass miserable mofos that steal from government and give to.....themselves of course.

Mayor Patti York vetoed on Friday the $11,000-a-year college tuition
reimbursement package given recently to Police Chief Tim Swope by the City
Council, complaining that it far exceeds the $500 benefit allowed other city
workers for that purpose.
York also objected because the legislation would extend Swope's contract an
additional year to 2010. She said any extension should be preceded by a
performance review, which has not been done.
York said when she, the council and City Administrator Allan Williams hired
Swope last year, he said he wanted to return to school to get law enforcement
degrees. However, he didn't indicate he'd need extra money to do so.
"I certainly admire the chief for wanting to go back to school and attain his
higher education degrees, but it should not be totally on the shoulders of our
taxpayers," the mayor said in her veto message.
She said she and other officials waived degree requirements when hiring Swope
because of his experience as St. Charles County sheriff, his previous job.
Swope is paid $111,100 a year as chief; he earned $79,000 as sheriff.
One of the bill's sponsors, Councilman Mark Brown of the 3rd Ward, said the
tuition package was justified. He said the city pays for training for various
police officers in addition to the college benefit.
"We said we'll do this for you (but) you have to guarantee to us you'll stay
another year," he said.

For a new hire to get an increase of $32,000 is one thing. Yet to waive the applicant's educational requirements to boot, - that seems to be way too generous for a new government employee.
How much time can a worker spend at work, while attending $11,000 worth of classes? Duuuuh.
Said employer is paying a cop to NOT be on duty serving the public while studying.
Mark Brown's sure stupid there.
If Mark Brown tried hard enough, maybe they can just pay the chief enough that he'll simply stay at home the rest of his days.
A salary increase of $32,000 plus another $11,000 makes a raise of $43,000 for a worker who was working for $79,000 at his former job.

So,let me see if I have this right. They hired a chief who was unqualified and are now spending an inordinate sum of tax payer dollars to bring that person closer to the actual qualifications?
Is this a glimpse into the future of hiring a City Administrator? A "purchasing agent"? Or, any city position (existing or newly-created) for that matter?

Edgar and WF, thanks for the thoughtful points of view. I only studied economics because it was mandatory for my major, not by choice. It all seemed to me subject to the laws of physics. "What goes up, must come down" and "Matter can neither be destroyed nor created, as it simply chances form" or some notions that sound like physics.
Edgar, I agree, it's unwise to give aid to the opponent by divulging theories of outcomes. However I doubt any of the Purzneristas could grasp such abstractions.
Freakonomics could be "Econonomics for Idiots". Or it could be to economics as "Men from Venus, Women from Mars" is to psychology.

I like the St. Charles tuition program and hope it is adopted in Overland. Maybe the Mayor can get that nursing degree that she has always coveted.
I recall little about Freakonomics and about Stetson Kennedy I'd never heard of him until I found Levitt's book. I think "mea culpa" means 'it's my fault' so I fail to grasp what Stetson Kennedy is all about.
Employee tuition plans could be far more complex than I believe they are. I'd like to see a descending benefit offered workers to favor younger adults: The earlier a worker gets schooled, the more value to society that worker may produce in the future.
Put another way, a chief of police with 30 years on the job might have only 15 years of career left.
Reward him with nursing home insurance.
A young worker - in especially minimum wage jobs - could generate a far longer R.O.I. for the same investment.
Older people need health coverage more than any of us. On the other hand, we hear how tough it is for two minimum-wage workers to support themselves, let alone multiply AND build up a nest egg.
Education is another form of wealth. Let's not squander access to book-learning.

As to Herb, Dan and Amos, I've no idea who they are.
I believe its wise to avoid illegal discrimination. There will be extensions of discrimination laws in the future, I believe.
On the other hand, we discriminate regularly in fashions that make sense. We enjoy freedom of association, which gives us the rights to select our pals based upon common values and interest.
Some employers have 'cafeteria plan' benefit packages. Elderly folks might be naturally drawn to nursing home insurance. Young workers, on the other hand, might be attracted to tuition assistance.
Would the two benefits be of equal value? Maybe. Likely not; all depends.
Does anybody recall the name of Eric Tolen? Seems that was a pal of Mayor Purzners.
At 2012 Woodson, a couple blocks north of Mark Brown's corner, a paper sign on the door says "Tolen Law Firm".
Gee whiz. Did Tolen suppose that he'll find enough business here to open up shop there?
