137 and counting

Last night Overland was able to complete its first city council meeting since the election of Ms Purzner. Mayor Purzner once again pulled a name out of the blue and attempted to appoint that person to fill the chair for ward three. When Councilman May called Mayor Purzner on the fact that she was nominating people and not giving any background or advance notice on her candidates Mayor Purzner responded that it was her perogative and she was the mayor. It was her seat to fill and that she was going to fill it as she saw fit. Due to the fact that we do not have an 8 member board committees cannot get appointed. This affects city operations as the budget is coming due soon and with no budget committee the city services will soon be shut down if the board cannot work together.
Also Councilmen May was elected President Pro Tem of the board.
But the most entertaining part of the night had to be citizens comments. Mayor Purzner was racked over the coals and informed that the MO nursing board is looking to file charges against her. Comic relief for the night was when one of Ann's supporters got up and claimed that she knew Ann was an RN which was met with laughter from the audience.

As the night ended the crowd slowly dispersed but some discussion but generally well behaved. The Purzner supporters from the crowd moved in a group and headed quickly to their cars.
Sadly not a lot of craziness or carnage to report on.

Thanks for the play-by-play. As someone who was kept out, I appreciate the update.
Did they elect a City Clerk? What was the deal with the "need 5 votes"? Did the ORT just pull that out of their collective butts?

Was there any mention of having the meeting where all could attend?

I was not able to go to the meeting last night. It sounds like I missed out on free entertainment. Isn't it sad that these meetings are looked upon in this light? But how can people take these clowns seriously.

sorry, those were the things I fogot to comment on, I knew there was something. As the ORt reads the ordinances it requires a 5-3 vote to pass ordinances and appoint certain city officials. According to Mr Hermans legal opinion (which gave us the great "I'll put my law degree up against yours Ms Purzner") The city clerk is not covered by that section of ordinance. There was a vote that was 4-3 for city clerk. In the opinion of Mr Herman Linda Downs is the city clerk.
There was debate about whether the city ordinances trumped the sunshine law and abut which ordinance took precedence. The ORT voted (on the record) against moving the council meetings to the community center. An admendment was proposed to remove the words "at city hall" from the one ordinance so that the meetings could be held at the community center. It was 4-3 for the change but since it did not get 5 votes mayor purzner declared that the admendment failed.
A resolution was introduced and passed that negated chief Herrons suspension, spanked mayor purzner and ok-ed Mr Hermans representing chief Herron.

LOL....yes I saw that on Fox 2 News, when Herman said "I'll put my law degree up against yours Ms. Purzner" and she responded "yes perhaps we will do that" or something close to that. Is she going to cough up a degree in law now? Perhaps she will hang it up next to her phoney nursing degree. Seriously now, I really think there is something mentally wrong with Purzner, no joke.

I couldn't attend the meeting because the Att General of Missouri doesn't give a rat's arse about the Civil Rights of Overland Citizens, but I digress.

This is really disappointing. All jokes aside, she actually is a disingenuous disagreeable a incompetent flat-out nut-job.

Anyone know if it would be easier for individual wards to secede or maybe set-up a government in abstentia?

Many thanks for the clarification. I still don't see what the ORT is scared of by having the meetings at the community center (at least until things cool off). Aargh.

I am a big fan of Okum's Razor. Your opinion is dead-on. What is the likelihood of Quickie Mark and Queen Ann having two independent thoughts?

Hey that Mark Brown is a regular freaking Ben Franklin that Quickie Mark printing press. I caught a little of its handi-work yesterday.

As a result I am making the following desperate plea, someone please stop the Chief before he kills again!

I shudder with fear whenever I see that stunning Grand Marqui approaching. He must be an agent of the Grim Reaper. I can't stop wondering, will I be next?

Business as UN-usual in the tiny nation-state of Purzia. Gravy, I think we should change the Queen Anne moniker to the Shah of High Anne, exalted ruler of Purzia.

Guy, you might be on to something but be careful in questioning such esteemed parlimentarians. Let's see.... what's this word..... hmmm.... "quorum".

Section 43 of Robert's Rules of Order defines "quorum" as that number of members of an assembly as is necessary to conduct business. Unless there is a special rule on the subject, a quorum is a majority of the assembly. This is pretty complicate stuff. With as many as two councilpersons per ward, whew...... well you do the math.

For those of you who have not studied rocket science, let me elaborate.

Question 1: Is there a special rule on the clerk's appointment?

Questions 2: If yes, what does the rule say about the quorum or the votes necessary to appoint?
If no, then a majority is the quorum and a majority of the quorum is all that is needed to appoint.

I'm sure Tu-Wong is down at the Quicki-mart huuriedly setting the press to print the Shah's new law degree as we speak. I can see the sign now "Law Offices of Purzner and Childs, Don't let the law get in the way"

By the way, I was reading some of Doe's back issues and I did not realize that, before Plea Bargain, uh.. I mean Pleban, the Shah was trying to appoint Doug Rudman as City Attorney. Let me tell you something, I know Rudman..... Let's just say someone has to graduate at the bottom of the class. He has that same confused look that Tu-Wong gets when someone actually answers one of his shallow, thick-headed, obtuse, witless questions, ONLY Dougy always has that look on his face.

By looks of the room, this shot is pure Maderin House. Therefore, it may be more appropriate to think of her in terms of the Kahn Dynasty, or in this case, the Con Dynasty. Hail the Great Con!

They are the three talent judges working for the Overland Idol competition held at Judy's Fireside................Dawg!

Why on God's Earth would anybody want to take this photograph..ever.

What are the circumstances. Did someone say, "hey, I gotta get a shot of this."

Maybe they are both Ann's children I don't know. Service in Vietnam produced a variety of blended families.

Was it for posterity? The media. Marvel Comics.

I can't quite figure it out.

Thank you...LOL priceless pic. Who may I ask is the lady/man in red? It was hard to tell from the photo if it was a man or woman. Looks like they emptied the place. Or does Purzner have Elvis status to rent the whole place out so she can eat in peace.

I am watching the replay of the council meeting. Ken Owensby and his Wolverine are trying to claim that Bob Herman did something illegal by representing the City in the St. Louis County versus the Great Con. He is questioning Herman on his billing for research prior to the hearing. The Great Con did not need to conduct any research prior to the hearing. Jackie Childs didn’t need precedence to form his legal opinion.

Owensby’s wig is making a motion to Hail the Great Con!

Now the Great Con is being instructed on the definition of a resolution. Epic. The resolution uses several hundred words to say that all reasonable literate people agree that ANN PURZNER is an idiot savant who hasn’t quite found her special skill as of yet.

Now Chief Herron is offering a child safety packet free to any of the octogenarians in the audience who have school age kids. Epic.

The Great Con is now trying to illegaly appoint her hack replacement. She believes her legal opinion superior to the A. G.

"Its is the ordinance Honey", the Great Con.

Good God who is the monkey reading the "can't we all get along" speach. He sounds like Hank Hill on Qualudes.

My reply to Richard is that we could all get along if our mayor would simply honor the laws and institutions of the municipality.

Oh no, now Richard's blood pressure is growing. There is an anurism about to blow. He is now spouting some sort of delusion about the Great Con being a uniter not a divider.

No the Great Con is claiming to be literate. We all know better. The Great Con rules by edict.

The Great Con sounds like she just walked off the set of Hee Haw.

I gotta get some rest.

I watched the meeting on TV last night too. It appears to me that Ann has absolutely no clue as to what is going on, very scary. And Owensrug is fueling that confusion. What a mess. Heaven help us.
