I hate stupid people...

I popped over to the other ORT website and spydog is continuing to harp about a cover up and trash money. He keeps mis-stating that Proposition O was to pay for trash. Prop O was a capital improvements tax. Let's look at capital improvements and what is included in capital improvements. Here's a nice definition that I found on the web:
Major construction, repair of or addition to buildings, parks, streets, bridges and other Town facilities. Capital Improvements projects cost $25,000 or more, and have a useful life of more than three years.
Let's see if trash collection falls in the definition of capital improvements.
Is it construction or repair? No, it is the pick up and removal of refuse.
Will it cost more then $25,000? Yes, but we don't know exactly how much because the budget committee in their infinite wisdom decided to allocate funds first and get a quote later.
Will it have a useful life of more then three years? No, this is a yearly contract for a weekly service.
Is this a town facility, building, park or street? No, this is a service.
So trash collection is NOT a capital improvement.

Spydog keeps dropping allegations on the ORT site that there is a cover up being orchestrated by Bob Herman. While at the same time the mayor and her cronies have not come forward with full disclosure about there involvement with Mark Brown (they can't deny they are involved with him, they're not even smart enough to park behind his shop when receive their marching orders from him).
Why was there such a rush to kill the development of the Cupples site? Why did the mayor attempt to illegally install friends of Mark Brown as the city attorney and the chief of police? What is her motivation behind these actions?

As a poster to the ORT website stated Spydog needs to shit or get off the pot. If he has proof of a cover up he needs to step forward and turn over the information he has to the news media and the St Louis county prosecutors office and the FBI.
Otherwise he just needs to sit down and shut up and stick to topics he knows.

Yeah it's amazing what folks can do after watching reruns of McGyver and the Red Green shows, using duct tape, fishing line, velcro and bungee cords.

City Hall isn't overflowing with geniouses.
Yet nor is the financial industry.
"Capital" improvements can be misunderstood in a few ways.
It isnt hard to look it up in a dictionary.

Mr. WF, for all we know, spydog has a digit or two missing.

So somebody with only 18 digits might get lost after 36.

He could still be delusional same as his favored elected offical.

Be careful with the Tandy reference. It slides dangerously close to my Commodore 64 (OK so is not a Commodore, its actually just an old Atari with a keyboard wired to it). Keep in mind, you have to be alive to buy a computer and I haven't been alive for quite some time.

Mr. Doe, so gald to hear from you again. Great to see such a solid post upon your return.

In any conspiracy theory (or crime, for that matter) in order to figure it out, you need to understand motivations.

He killed her because he was angry about her steppin out.

He stalked her because he is in love with her.

He stole from him becuase he needed money for drugs.

etc., etc,

What the hell motivation would Big Herm have for a Prop O scandal? Big Herm has a fairly successful law practice. He has won a few large verdicts. He has no motive for a two-bit embezellment or kick-back scheme. Furthermore, their are audits of the books. The tax is collected by the County. There is even a budget committee to address capital expenditures. Big Herm may be manythings, he is not stupid.

Now, let's take a look at the flip side. What types would be motivated to engage in a two-bit kickback scheme. I would argue it would have to be someone with very little earning power.

Maybe someone who owns a small print shop. Think of the difficult decisions in deciding whether to buy another copy machine or not.

Maybe its someone who has also doubled as a part-time sheriff.

Maybe someone who bought property under an assumed name as ridiculous as Tu-Wong.

Maybe it would be someone who has served on more than one elected Board and has been chewed up and spit out every time he has challenged anyone with intelligence or been to court.

Maybe someone who has direct conections with an insurance agent recently implicated by a US Attorney for a kick-back scheme involving a City. (We all know US Attorneys have all kinds of time to chase frivilous charges).

Maybe it someone who is billed as a political advisor to a mayor who has been chewed up and spit out everytime she has been........

Well OK. You caught me. I have taken it too far. Clearly I am making this stuff up but just imagine if someone like this existed.
