Yes, but does he know Tom Cruise?

As pointed out in previous comments, Norm Parrish has an article in today's Post regarding the scare flier. I thought the scary flier was just an early Halloween treat, courtesy of our mayor and her two-and-a-half men on the council. It was great work on Norm's part as he hunted down the name of the actual mailing service Economical Mailing Services and its owner, Doug Carr.

Who is Doug Carr? On the surface he appears to be an irresponsible businesperson. He takes business from fradulent/phony companies and risks his bulk mail permit by doing such work. Will the postal inspectors dig into his mailing practices and discover a bounty of such companies that he risks a mail fraud conviction?

What is Economical Mailing Services? Norm points out that they are local. Here is what I found.

Business Directory St. Louis had the following listing for the company:
USA-63114 SAINT LOUIS, 1804 KORANDO AVENUE

Infopages had the following:

Economical Mailing Services
10426 Lackland Rd
(314) 428-6245
Saint Louis, MO 63114

However, some interesting stuff was found doing a company search. This was on the Truth about Scientology site:

Doug Carr and WISE Directories
WISE, the World Institute of Scientology Enterprises, publishes directories listing their members.
Doug Carr appears in a recent WISE directory:
2004 WISE Directory:
Category: Mailing Services
Doug Carr
Economical Mailing Services
10426 C. Lackland Dr.
Saint Louis, MO 63114
United States Tel. +1 314-428-6245
E-Mail: bdcarr@[provider].net

Oh wait...the reason why he would take business from phony companies is that he is one too!

According to the Secy of State, there is no listing for an Economical Mailing Services.

In March of 2005, Douglas Wayne Carr registered an EconomicalMail, Inc. However, the incorporation charter was revoked in October of that same year for not filing required reports.

Shame, shame, shame!

Carr probably tried to incorporate his business as an ā€œSā€ or ā€œCā€ corporation and failed. He is most likely running his business as an Individual/Sole Proprietor, LLC. He may have Economical Mailing Services registered under his personal name with a DBA. In other words, it may be listed under Douglas Carr, doing business as, Economical Mailing Services.

New Girl: The secretary of state's database will search under either owner name and/or business name.
It pulls up fictious names (e.g. a sole proprietorship that is a DBA) in this same database. So, that wasn't overlooked.

Ellen, I see your point. The business could be listed under an in-law's name or a partner (outside the family) involved in the business.

I agree with you 100%, that the persons responsible are, PURZNER, KNODE, OWENSBY AND SELLERS. It is very telling when people have to be clandestine.

Ghost,

Just got off the phone with the postal inspectors. Found out you can fill out a complaint about this mailing and if you wish can have your address removed so that you will not receive anymore mailings from bulk permit #1402

Seems to me that you may be literally "killing the messenger" here.

Ellen,
What I was trying to say is that when Guy (or was it Two Layer) had spoke with someone at the Post Office they said it was illegal to send out mail under a false company using a bulk mail permit. This person's seems to know somewhat of what they are doing in the mail business, so they must be familiar with such rules and regulations. I think such a person is an unwise person if they would allow the possibility of losing their company's treaure (their bulk mail permit) over some political silliness.

That aside, there is NOTHING posted under that company name (either as LLC, fictional business name, sole prop. or otherwise) under the Secy of State's website. A person can't just wake up one day and say "I think I will start doing business under XYZ Company." It is for the public's protection that people are required to register such names. This person didn't forget to fill out one form, but never filed ANY paperwork after their original articles of incorporation.

Easy there uhhhhh Ellen.

Do you have any idea what kind of scoundrels are lurking there in that ward? I have another example. I once saw Con come out of the Curve Inn (smoking a nail of course) or maybe she was just driving by. In any event, as a public service I started to look a little closer at these dens where the power brokers go. The Missouri Secretary of State shows that Curve Inn, Inc. was incorporated in February of 1989 and then dissolved later that year for failure to file its annual report. There is no other ficticious name registration on file. Yet, they are still operating the Curve Inn. Those interested in further action against this patently illegal buisness can check the website. We really do need to shut down all of these Overland businesses who do not keep up with their important paperwork.

By the way, the annual report is just one form.
