CAROL SPARKS IS A DEPLORABLE PERSON
I thought I had seen every fraud possible from Carol Sparks but pretending to be ignorant of the Virginia Tech tragedy in order to ask herself another rhetorical question.
Pretending to be a veteran in order to continue playing her sick game of multiple personality posters was pitiful enough, but now to bring the horrible events in Virginia into her twisted campaign of lies and hate is beyond contempt.
If Carol Sparks had any shame she should be feeling it now. But she isn't because I now believe she is the socio-path next door that all should shun, avoid and fear.
(No offense Mike, Call em as I see em.)

I'm not sure what it is you're talking about, I went to the other blog and I saw Finewine ask why the flag was at half mast. I dont know that the question was disrespectful, I have 43 employee's and i'm located across the street from a car dealership that has a HUGE american flag. ( I'm one of the biggest pains in the ass they've ever ran into, every time their flag has been worn or frayed I've pointed it out to them and asked them to do the right thing and replace it or take it down.)The point being that I've probably had a little over 1/2 my employees ask why it's being flown at 1/2 mast over the last 2 days. They were under the impression that a political figure had passed. A lot of people apparently aren't aware the same applies when the president has declared a National period of mourning.Could be that FW is one of those folks.

So many coincidences. It is mind boggling that every time one of Carol's characters posts one of her other characters responds almost immediately. The must be hitting refresh continuously to know exactly when Carol is going to ask question so that they can immediately respond.

With Jeff O'Connell wanting over $400,000 Dollars out of the Road Maintenance fund for the Seminary, then i guess the senior citizens can kiss their Utility tax Rebate goodbye!! And OS said the senior citizens would get it! HA! So much for what he knows!! I'm sure they have plans for that too and the senior citizens don't figure into the equation!!
I sure am glad the H6 are for better Government for Overland and it's residents, i would hate to think what they might do if they weren't?
I would still recommend that the residents watch them like a hawk, write things down, ask questions!!
On the bike trail, i don't see nowhere's near the people riding bikes as i did seeing people in the swimming pool and the council(of which Marybeth was on)chose to close that down and it did bring in some money, to where the bike trail would not bring in one dime!! Only cost residents money!! So what would be the logic in having one!!
Check the Minutes of the Meetings the Pool was closed in 2003. The council memebers at that time were Paul, May, Stuckey, Allison, Purzner, Owensby, Saye and Corcoran.
Conlon did even get onto the council until 2004. In 2004 the pool issue was brought twice. Once questioned whether arrangements had been made with another community. The other announcing an arrangement had been made to with another City.
Get off the Cement Pond issue or at least get it right. How about not making up your history and trying to pass it off as fact.

The rumors of my demise have been greatly exaggerated.
I decided to take a bit of a vacation. I figured why bother with anything until the new council is sworn in as not much can happen before that.
Then "BlueEyes" suggests I was wrong and the Utility Tax Rebates from last year will not be paid. It's a little early to call this one "BlueEyes" since the new Council has not taken office yet (that happens Monday April 23rd).
Since they have yet to take office they have not been able to set meetings to work out a new budget that can be passed by the majority of the Council. Once that budget is passed, we should see the work done to get those Utility Taxes Rebates paid.
"BlueEyes" at least give them a chance to do the right thing before you start telling people they did the wrong one.

At this point, can't we just skip the utility tax rebate for this year? Especially if it is reinstated for the next fiscal year?
We have a month or so to come up with a budget for this year and then a budget for the next fiscal year which starts July 1.
I think this is a minor issue in the scheme of Overland budgetary matters.
Skipping the Utility Tax Rebate would be a mistake in my opinion. First, there are those who count on that money in there personal budgets (similar to those of us who count on our income tax refunds). Also, that was one of the few issues both sides (though should we say all three sides now?) seemed to agree on, is that the rebate would be paid (as was promised when the Utility Tax was passed I believe). Lastly, though there is only a few months left for that budget period, as I understand it, that rebate is paid out in January, so we are only 4 months late on it so far.
The rebate is not that much per household that it would make or break most "personal budgets."
In addition, I do not think that the rebate was part of the initial utility tax proposal. I am sure many remember it that way--but I would want to see that to believe it. And, find it hard to believe that a refund was part of a proposal. Those rebates are political tools aimed at seniors (who vote), some who need the help and many who do not. Thus, I am not doubting that it was agreed upon "by both sides" since this is the type of issue that wins (or loses) votes, regardless of its fiscal soundness or rational premise.
I understand where you're coming from on this. Though it is not a lot, for some every little bit helps. This Rebate has been around for a long time, I don't know if it was part of the original proposal, however I could have been considering it's value as a selling point.
When it comes to the political value of such a rebate, giving one may win you a vote or two, but taking it away is nearly a guarantee of losing votes. This can be overcome if there is a compelling reason to do it (like reduced revenues causing cities across America to reduce services like trash service) but you have to fully engage the public and have a compelling reason for it.
Without the Trash service in the City budget, Overland is financially sound. As a result there seems to be little need or reason to eliminate this rebate.
There are a few things to consider when looking at rebates, tax reductions, and other cost of living reductions for seniors. First, 99% of retired people paid their dues. They built much of what we use and work at today. More importantly, without all of these financial benefits, more seniors would be unable to retire, or at least fully retire. That would mean less available work for the younger generations.
There is of course political benefits to such programs but there are usually broader societal benefits as well.
