What's a P&Z Commissioner to do?

According to a story in today's Post, the Missouri Supreme Court has reinstated campaign contribution limits. In addition, they have noted that the court will decide in the next few weeks whether this is retroactive to January 1. Meaning, that candidates may have to give back any contributions over the limits.

Thus, as of today the contribution limits are $325 per person, per candidate, per election cycle. And, a certain campaign contribution from Jeff Jull, P&Z Board chair, to M.T. Schnieder is ten times those limits.

What's a candidate to do? If the court decides this is retroactive, will he have to pay Jennings Printing for their services offered?

And what's a P&Z Commissioner to do? They can't just take away a person's method to buy influence, right?!

Looks like Schneider's pockets might get MT.
What is with this Jull guy? To me it appears his LARGE contribution to Schneider is definately a conflict of interest. Is he a COGG guy too?

Give the money back Mike. We all know its really difficult thing to do when you find out all of a sudden that you owe somebody or the government money and you are forced to give money back. But then again doesn't Mike have the character and integrity to do the right thing.

Okay, I got it posted.

Actually, we could play a game where the winner is the one who finds the most similarities between COGG's and Schneider's reports. ha!

Finewine,
Jeff Jull is chairman of the Planning and Zoning Commission. He is also the President and lone board member of Jennings Printing.
He is an Overland resident.

I, too, never heard of him until this came out.

It just keeps getting better dosen't it?

It seems likevOverland City Hall is for sale to the highest bidder.

P&Z controls all the zoning, land acquistions, and decisions that effect the millionaire developers.

Croynism?

I think the ORT doesn't realize he's sold them a real bill of goods. Rumors galore about Herman's head being offered up for his support. If they buy it it's their own fault Dody and Munsch will never allow it to happen even after the appointments are made he''ll veto it. Herman stays.

Perhaps, I need a cup of coffee, but I don't understand your last paragraph.

Who is he?
What did he sell the ORT?

I'm corn-fused.

I found something interesting. Jull was appointed to P&Z in April 2003.

According to Sec 400.955 of city ordinance, citizen members serve 4 year terms.

It is understandable that without a mayor, appointments have been falling to the wayside. But, his position will be open once a mayor is duly elected.

Perhaps he wants to keep the position?
Can a re-appointment be done?

A little birdie just flew over city hall (and then flew to my windowsill) and saw that there is a P&Z meeting on Monday evening.

So, if you want to "meet the man behind the money", here is your opportunity.

I don't know if it is an actual bribe. But, one should always worry about the appearance of impropriety, even if there isn't really anything improper beneath the surface.

And this sure appears improper.

Oh my writing isn't the best. I've heard from credible rumors mongers that a sit down meeting with the ORT occurred and MS offered a couple things in exchange for their support which includes Herman but that he has ensured others that are his money backers that Herman stays. That's the chat in Overland!

3:09 PM
Blogger suzyjax said...

I really don't get why people want Herman to stay so badly. I am kind of ambivalent. He's been there a long time so he can almost recite chapter and verse of Overland Citations off the top of his head. But, then again, he's been there a long time and possibly fresh blood = new ideas. Either way, I don't see why people are so hopped up one way or the other to have it make or break a campaign. (Or why MT Schneider would even promise this one way or the other.)

I have seen him sleeping during meetings and I have commented about that issue.

Tom,
I've heard the exact same rumors about Herman, the MTS has offered him up for tacit ORT support.

Problem is with MTS, when he firt popped up in the Overland Political Game he was allied with the ORT. After he put his finger to the wind and smelled which way it was blowing he jumped ship to the other side. He claims No one else would talk to him. I remember hearing the same line From Ms Karr in the previous election. Problem is I believe her due to her youth and her willingness to listen to others.

Heard Karem is still fuming about MTS.

Herman knows where the bodies are buried who paid whom, his buddy the funeral director will fight to keep his job along with the Chief.

Schneider will promise people anything they want to hear, then double cross them when he feels like. After all His Dream was to become Mayor of Overland.

What a crock, would you buy a used car from him?

1 Layer why is Overland buying anything of his? The jig is up he doesn't impress me at all. I just watched the debate from yesterday he's a joke and he is not Mayor caliber but the old boys just love him because he will do what they say. I really think he needs to be exposed for what he is.

9:51 PM
Blogger onelayer said...

Fishin,

I agree. What I don't understand is why anyone is supporting him, except for those that are using him.

Even if you bought into before he was elected to council. After watching him all last year DO NOTHING, now the taxes & the debates, to me should have been the nail in the coffin, he's not the one to vote for.

Of course, that's like asking why people followed Jim & Tammy Fay Baker. That's it, that's who they remind me of, they're the new Mike & Jeri Fay of Overland.

Who in the hell knows why.

One Layer its all about power. Power to control, power to influence, power to continue to run things the same way. You know I have a lot of respect for Jerry May, Jeff O'Connell they stood up. Now with May and O'Connell and the new board member Eedie Cuminale and Mary Beth they are the straight shooters on the board the rest I have no use for. Think about what input do the other 4 even contribute. Jones speaks about selling a park for development that isn't even in his ward. Now maybe they should be looking at selling Mort Jacobs they could put all sorts of new houses in there. It's a really poor idea and I feel the other 4 on the council have no ideas and I have no use for them.

I think the old boys don't want Conlon because she wants the city administrator to take over the management and I don't think they want to have a boss. They never have had a boss they do things there way and that's the problem they really are simpletons.

7:45 AM
Blogger Kilvinsky said...

1 layer I hear that. People support him because he is a slick salesman. History is full of these type people look at the snake oil salesmen from the late 1900 centurt, the medical salesmen who played on people's diseases to sell hair brained electroncic device to cure cancer.

The saying "Theres one born every minute" seems to have Overland seems to apply.

Wife sold Tupperware brake down of money 15% to the person selling 40% to the distributor the remainder to the Company. The Schneiders' power is using high pressure sales tactics to get other people to work for them. We see those same tactics being used in his campaign.

All Cogged up you nailed it, their attitude "We Don't Need no Stinkin Bosses" Who knows what a Administrator would find along with a real financial director.

Absolute power corrupts absolutely. These peope have had absolute power for at least the last 20 years, change is the last thing they want.

Hers's the connection. Remember the old Overland Garage Property on Woodson Road. When they closed Bob Schroeder, Chief of PD in St. Ann and his Family bought them. Skidmark is one of his biggest backers. The property was being marketed during the Purzner administration as deluxe condos starting at 200+K. Purzner out, project out. Well this property is Sprouting up Schneider Signs. To me that along with Schneider previous statements about working with Schroeders but in the contact with old Skidmark and associates.

Anyone still thinks this guy is playing both sides against each other?

WAKE UP OVERLAND, truthfulness, integrity and responsibility has to mean something to this community.

TOC I know what I would do with unsolicited signs, a little spray paint then stenciled on something that might come, tax cheat for me.

Blogger onelayer said...

Hi,

First of all not all tupperware containers burp, they say they do but they don't.

Second, yes I agree with the control thing but I am more interested in the money thing & how much is to be made that these people DO NOT WANT TO LET GO. Control is great but control what? Control the money. I still & will always say money is behind all of this.

I wish Jerry May would have run for mayor myself, he stood up alone for a couple of months until O'Connell stepped in. And he has done a great job in taking over the meetings.

Blogger onelayer said...

Let's face it, if Mike get's in we're screwed. Not only by him but by the good ole boys & the Brown camp.

Keller as far as I'm concerned is a token candidate to throw people off the track.

Schneider has played it both ways the past year & prior to his election.

The only thing I can suggest is talk to as many people as you can in support of MaryB.

I do know & have talked to several people that have Schneider signs in their yard & they have no intention of voting for him.

4:20 PM
Blogger Tom said...

Went to a big garage sale today. Heard people talking normal people. They were shaking their head about Schneider thought he was too much too green/ didn't live here long enough/what had he done? and and that he was kind of weasely looking and really cocky and full of himself. But most importantly that he was too aligned with the old boys.

Sounds about right.

Oh and Schroder I remember a few years ago Elliot Davis did a story on him he was buying up houses in St. Ann's renting to illegals, and not getting the permits to fix the houses. The workers fixing the houses were undocumented workers too. Guess they might be going to pull the old Charlie/Mark/Frank game blight houses then buy and rent them or sell them for a profit.

Like I said Old Boys. I was burn't by them before won't

Speaking of "Good Ol' Boys",
The P&Z meeting is actually on Thursday, not Monday.

I think their might be a workshop meeting on Monday.

6:22 AM
Blogger John Moyle said...

There is a Workshop Meeting on Monday the 23rd at the Council Chambers starting at 6:30PM. The Subjects will be rodent issues, brush in easements and the board of directors of the Overland Redevelopment Corporation.

There is a Planning and Zoning Meeting on Thursday the 26th, starting at 7:00PM also in the Council Chambers. The agenda for the meeting can be found here (Remember you can click on it to zoom in if your browser automatically resizes it smaller to fit the window).

One interesting note on the P&Z meeting is that it looks like Wendy's might be looking to come back to Overland. Of course, even though they were an existing restaurant, with plenty of parking and never got below an A rating as far as I know, they will still likely find that their business needs massive changes to bring it up to "Overland standards" if we follow the normal idiotic approach here.

Who knows, maybe they will give up and decide another location is easier. It's not like they'd be the first company to do so.

Well did any on you attend Mrs. Keller's speech yesterday at Wild Acres? She is not in Schnieders camp. The (b-day party) had over 200 people there. Starts out with "only in Overland will people applaud their right to be taken away" roars of laughter from the crowd. Slammed COGG. Talked about conlon and schneider doing nothing on the council. Talked about the focus should be on revenue and businesses for Overland. I told her about this chat room afterwards she laughed, said I don't approve of chat rooms, but feel free to start one that states "who goes to jail if a state audit is done" I like her, I'm voting for her.

Yea Peggy Keller and Mike Schneider are both really quite accomplished on the council aren't they. Partners in arms. Glad to know the ulcer is all better now that the debates are all over.

11:53 AM
Blogger New Girl in Town said...

Yeah real smart that Keller, all she can do is put down other people because she has absolutely nothing to offer the Council or Overland. Keller doesn't even understand the simple accounting practices, such as miscellaneous expenditures. LOL...yeah real brilliant. She was SMART not to show up at the debates, because she would have been at a loss for words and would have looked like a deer in the headlights. Keller in my opinion should stick to babysitting. Or perhaps stand up comedy, for her "friends". Keller lacks complete substance. I for one can't take Keller seriously.

12:24 PM
Blogger suzyjax said...

Yes, amazing recovery by Keller that she can have a birthday party/campaign rally but can't manage to face her opponents and the public and tell how she stands. (BTW, this event is NOT facing the public if if it not open to the public.)

She can say Conlon has done nothing, but the facts speak otherwise. Conlon was the person who really pushed for a strong CA. Conlon is the one who brings up the ideas of HOW to get those busineses into Overland (those same ones Keller and MT Schneider covet but have no idea how to get it done).

And, that is the difference between Conlon and the two opponents. Conlon has the ability and knowledge to put her ideas into action. Keller is clueless and Schneider is for status quo--not progress.

12:51 PM
Blogger suzyjax said...

One more point...
Keller "doesn't approve of chat rooms".
1) This is a blog, not a chat room. (Even Overlandchat is a bulleting board/forum and not a "chat room".)

2) What is not to approve? Does she think we are trolling for dates/action? I can only think she doesn't approve of citizens showing they can think for themselves. (Something "Parrot" Keller has been unable to do in her few months on the council.) Just another piece of insight into her UTTER CLUELESSNESS!!!

12:53 PM
Blogger suzyjax said...

OH wait...according to the Journal she didn't miss the last meeting because of illness but because she had the wrong date on her calendar.

Either excuse is lame:
1) The ulcer would have worsened as she realized in comparison to MBC she is a school child.

2) Or, she is so unorganized that she can't even keep the two important campaign dates straight. I hope she has August 7 marked on her calendar correctly!

What an idiot!

12:55 PM
Blogger suzyjax said...

If Peggy Keller has any substance or truly cared about Overland she would quit hedging about the audit.

Wowshesdumb quoted Keller as saying "feel free to start [a chat room] that states 'who goes to jail if a state audit is done'. "

IF SHE HAS SOMETHING TO SAY OR ACCUSE, BUT ALL MEANS SAY IT!!!!!!!!!!!!!!!!!!!!!!

Enough BS. Enough semi-accusations. Enough lack of substance.

Wowshesdumb can vote for Keller, but that is only voting for lack of substance, lack of ideas, and lack of originality (since this has been the ORTian song-and-dance for years.)

Mike Schneider is a fraud.

His OBA appearance was in-line with his usual supply of vacuous statements, quarter-baked ideas, downright ignorance of local governing and pathetic one-liners.

The businessmen I spoke with after the meeting stated that based-on the opening statements alone it was obvious who was more qualified for the job.

In his opening statement, Schneider demonstrates his ego fed ignorance. All of these people in the OBA deal with bull shit salesmen like Schneider exaggerating their success as they try to force something they don't need nor asked for every day. Idiot. His statement is full of unnecessary boasting that is transparent to any real business person.

Business people with actual accomplishment do not need to tout their success to any who will listen. Their success is self-evident. Their ethics are the same whether someone is watching or not.

Let's say it was discovered that you filed a false property tax declaration and therefore were delinquent on your taxes. A real business person immediately rectifies their mistake by paying the bill. Businessmen like Mike Schneider make-up fifty different excuses to cover their "mistake" and weasel out of paying.

Or lets say you are running for Mayor and the Missouri Supreme Court determines that the individual campaign contributions are not unlimited but in fact are capped at $350.00 per candidate.

You also notice that your largest campaign contributor is also the Chairman of the City's Planning and Zoning Committee. Now this obvious conflict would lead an ethical business person to turn down the contribution to avoid any appearance of impropriety.

But not Mike Schneider.

As a result of the Supreme Court ruling, you will be forced to return the balance of any contribution exceeding the $350.00 limit. But wait, your conflicted contributor has given you an in-kind donation of roughly $3,500.00. Gee, that size contribution is 10x the limit.

Rather than wait for the Supreme Court to determine how contributions above the limit will be returned, an ethical businessman would return the balance of the in-kind contributions with cash "out-of-pocket". Again, to avoid any appearance of impropriety.

Not Mike Schneider.

Even though Mike Schneider describes himself as the Ross Perot/Steven Forbes/Michael Bloomberg of Overland politics, getting any money out of him is like getting blood from turnip. What would a couple grand be to somebody of Mike Schneider's business success? Why would someone generating so much cash be so unwilling to pay couple hundred bucks for property taxes.

I think we know why. If not, please return to beginning of post.

If our political leaders cannot abide by the law, your damn right we will point it out regardless of who it is.

The moment Mary Beth Conlon begins running her campaign in an unethical manner we will point it out. The moment MBC starts telling lies and misleading people, we will point it out. The moment MBC files a false property tax declaration in order to avoid paying her tax liability, we will point it out.

The simply fact is that she is the only candidate that doesn't seem to face congental issues with the truth and therefore isn't constantly explaining her unethical behavior.
